Chile and Germany plan to establish a space for memory in the former Colonia Dignidad, and to repair the damage caused to the victims of human rights violations there. The enclave, which is 380 kilometers south of Santiago, was founded in 1961 by Nazi non-commissioned officer Paul Schaefer, and used for torture and extermination of opponents to the Augusto Pinochet dictatorship (1973-1990), and where many people were subjected to forced labor, punishment and sexual abuse.
